Japan Aiding Vietnam

TOKYO — Japan offered $200,000 in emergency aid to Vietnam on Tuesday to help victims of Typhoon Cecil, Japanese officials said. Hanoi radio has reported that the storm, which hit central Vietnam Oct. 15-16, left about 800 people dead or missing and caused heavy property damage.
