Libya’s parliament, the General People’s Congress, has appointed a new prime minister in a government reshuffle which also puts foreign affairs and planning in new hands, the official Libyan news agency JANA said. JANA reported that Omar Montasser had been named secretary general of the General People’s Committee, a post equivalent to prime minister, replacing Jadallah Azzuz Talhi, who assumed the post in September, 1986. Talhi succeeds Kamel Hassan Makour as foreign secretary, and Mohammed Lotfi Farhat assumes the planning portfolio, replacing Fawzi Shakshuki.
