The State Department said it would be willing to study a Soviet proposal for the creation of a United Nations naval force for the Persian Gulf if the U.N. Security Council approves an arms embargo against Iran. Spokeswoman Phyllis Oakley said, however, that the United States would oppose any linkage between a proposed U.N. naval force and the U.S. task force now deployed in the gulf to protect American-flagged shipping.
