U.S., Spain OK Terrorism Pact

MADRID — Spain and the United States expanded a 1970 treaty today to allow the extradition of terrorists.
Atty. Gen. Edwin Meese III, who flew to Madrid from Washington for the occasion, and Spanish Justice Minister Fernando Ledesma signed the amendment to the 18-year-old extradition treaty. Under the original accord, political criminals were not subject to extradition. The amendment said terrorist attacks or the forming of armed bands to commit such attacks may not be considered political and therefore offenders could be extradited.
