The state office building on the Captiol Mall, where Jesse M. Unruh concluded his influential and colorful political career, was dedicated to his memory by Gov. George Deukmejian. Unruh, a prominent figure in California politics for more than 30 years, was state treasurer when he died of cancer in August. Deukmejian called Unruh “the architect of the modern California Legislature,” alluding to Unruh’s seven-year tenure as Assembly Speaker when he modernized the lower house and concentrated unprecedented power in the Speaker’s office.
