2 E. Germans Flee to West

HANOVER, West Germany — Two East German plumbers scaled heavily guarded border fortifications to reach West Germany early Thursday, police said. A border police spokesman said the men, ages 22 and 29, had fled to the West because they were dissatisified with political and economic conditions in East Germany.
