TAX TIME: While about 1.1 million Orange County taxpayers will receive federal tax booklets in the mail this week, more than 300,000 won’t because they filed last year with commercial preparers who used computerized forms. . . . Instead, those taxpayers will get post cards from the IRS, which cost the government only half as much to mail out.
