German Unification and World Peace

Kissinger says, “There are in fact only three possible political outcomes: that Germany remain divided along existing military demarcation lines; that Germany be unified as a neutral state with a status similar to that of Austria or Finland; that Germany be unified within NATO.” For some reason, Kissinger excludes two other possible outcomes. They are: 1. That Germany be unified but with Russian, U.S., French and British troops in their present positions, or 2. That Germany be unified with occupying troops spread evenly allowing Russian troops on the French border and U.S. troops on the Polish border.
Kissinger seems to be unable to image a unified, but occupied Germany. I believe the Russians have too much fear of a rearmed Germany as a neutral nation or for it to become part of NATO.
