CULTURE CLASH: Westminster and Garden Grove may have the most equally distributed Asian and Hispanic minority populations in the county, according to the new census, but the adjustments were tough. . . . When Vietnamese refugees began arriving in 1975 in what is now known as “Little Saigon,” some clashed with Hispanic high school classmates. Westminster police say fights on campus are rare today. When they happen, it’s usually one-on-one, rather than all-out gang rumbles. . . . Blacks make up about 1% of the population in each city.

Garden Grove and Westminster are two county cities where the ethnic population is most in balance.
