Jay Chaffee has been appointed president and chief operating officer of NDE Environmental Corp., Torrance, a leading underground storage tank testing company. The positions were previously held by John R. Mastandrea, who remains chairman and chief executive. Chaffee, 39, has been president of Kaneb Metering Corp. of Dallas, a subsidiary of Kaneb Service Inc., which conducted the tank testing operations that were merged into NDE in April.
