Administrators in Johannesburg, South Africa, formally rejected the International Amateur Athletics Federation’s invitation to compete in this month’s World Championships in Tokyo.
Joe Stutzen, joint chairman of the unified South African Amateur Athletics Assn., indicated that some administrators believe it is too soon for South Africa to return to international track and field, although the sport is racially integrated.
