WET VOTE: Huntington Beach Mayor Peter M. Green, a dedicated environmentalist, is concerned that new Bush Administration policies could threaten 126 acres of wetlands near the Edison Co. plant. So he proposed a resolution opposing the Bush changes. It lost, on a 3-2 vote. (B3) . . . “Property rights, not the environment, was the rallying cry of the majority,” Green says. “But more important than the vote is to wake up environmentalists about what’s going on.”
