Electrify the Ostriches

In the dispute between the ostrich rancher and the horse facility (“Lean and Mean”, Jan. 5) why cannot either side be more creative than to haul its grievances off to the legislators? Wouldn’t an extra plank or two or a “hot wire” on top of the existing fence keep the ostriches from looking over and spooking the horses?
