LONG BEACH : Ex-Officer Found Liable in Beating of Teen-Agers

Former Long Beach Police Officer Mark Dickey, who was cleared last year of brutality during a nationally televised confrontation, was found liable Monday in a civil lawsuit accusing him of beating two teen-agers after a punk rock concert in a different incident.

A U.S. District Court jury found that Dickey used excessive force in breaking up a melee that erupted after a party at a downtown hotel in 1988. The jury awarded Kymberly Raugh $100,000 and Michael Jeffers $80,000, according to attorneys from both sides.

Dickey won notoriety in 1989 when he was accused of pushing black activist Don Jackson through a plate-glass window--a confrontation that was secretly videotaped and televised nationally.

A mistrial was declared on the case against Officer Mike Hill, 42, who died recently. In addition, jurors found in favor of Officer Stephen Henson, 45, on one count and declared a mistrial on a second brutality allegation.
