TV TOWN HALL: Old-fashioned Town Hall meetings helped send Bill Clinton to the White House. Now he uses satellite “town halls” to stay in touch and sell his programs. One of them--on arts and education--takes place across the country today at 5:15 p.m. . . . To watch locally, you can show up at the county Board of Education office in Costa Mesa. Clinton’s Education Secretary Richard Riley will talk by satellite with local leaders in arts and the schools about how the President intends to make the arts a part of his education reform.
