* Ciena Corp. and Tellabs Inc. said their shareholders won’t vote on Tellabs’ proposed $3.94-billion purchase of Ciena until mid-November, a delay of more than two months.

* Horseshoe Gaming of Las Vegas agreed to buy Empress Entertainment Inc., the largest operator of casinos in the Chicago area, for about $600 million in cash and assumed debt, to expand from its home market in the southern U.S. Both companies are closely held.

* Burger King said it’s dividing its North American managers into two teams, one of which will focus on franchise development and the other on company-owned restaurants. The reorganization comes as the Miami-based hamburger chain, a unit of Diageo of London, seeks to take away market share from its largest rival, McDonald’s Corp.

* Rite Aid Corp. said its sales jumped 14.3% to $1.15 million in August from a year ago. Sales in its stores open at least a year rose 8%, led by a 14.9% increase at its pharmacies.

* Royal Dutch/Shell Group agreed to sell its rubber business in Europe to Dow Chemical Co. as part of a plan to streamline its chemicals business. Terms were not disclosed.

* Sears, Roebuck & Co. agreed to seek a buyer for the credit card portfolios of its auto parts business, Western Auto, which it’s selling to Advance Stores Co.
