Delgadillo Writes Bush, Raps INS Role for Police

Los Angeles City Atty. Rocky Delgadillo urged President Bush and Atty. Gen. John Ashcroft not to make state and local government agencies responsible for enforcing federal immigration law.
Such a policy shift, which is being considered by the U.S. Department of Justice, would hamper the LAPD’s ability to work in immigrant communities because residents would be afraid of talking to officers, Delgadillo wrote in letters to Bush and Ashcroft.
