U.S. Explores Ways to Bar France at NATO

Bush administration officials are exploring ways to exclude France from some NATO meetings by shifting talks from the group’s North Atlantic Council to its Defense Planning Committee. France is a member of the first body but not the second.
Secretary of State Colin. L. Powell warned Paris would face consequences for trying to block the Iraq war. Strategy was discussed by top assistants to Powell, Vice President Dick Cheney, Defense Secretary Donald H. Rumsfeld and Condoleezza Rice, the national security advisor.
