Cold Canadian air dropped the wind chill to 33 degrees below zero at Buffalo, N.Y., and whistled between New York City skyscrapers at 50 m.p.h., plunging the wind chill in Manhattan to 20 below. Gale warnings were posted along the Atlantic Coast from Maine to North Carolina. Twelve to 20 inches of snow was on the ground at Edinboro, Pa., and up to a foot was forecast for extreme western Maryland.
