Protesting French barge operators set fire to an empty freight train in Rouen but later agreed to let excursion boats take crowds of tourists through a blockade on the Seine River in Paris. The barge operators had blocked the Seine for four days near the Place de la Concorde, and a blockade continued at other points. The barge men are protesting a sharp drop in business resulting from price-cutting by the state rail system.
