MOSCOW — North Korean leader Kim Il Sung received Soviet army Gen. Alexei Lizichev, and the two discussed strengthening ties between their nations’ armed forces, the official Soviet news agency Tass reported Thursday in a brief dispatch from Pyongyang, North Korea.
