The Chinese domino game of pai gow constitutes illegal gambling whenever the house gets a percentage of bets or winnings, a state appeals court ruled in San Francisco. The ruling clears the way for the San Mateo County district attorney’s office to prohibit the game in clubs in San Mateo and San Bruno because the house was allowed to collect a portion of bets or winnings.
