Only about 15 people spent a chilly night in a pedestrian tunnel leading to the Music Center in downtown Los Angeles, said Ted Hayes, self-appointed activist for the homeless, after county security officials gave permission. Hayes said others went to a temporary office set up in the County Hall of Administration, where they were given vouchers for temporary housing at hotels and centers.
