Reagan Calls Arms Team Home

WASHINGTON — President Reagan today welcomed the Soviet Union’s offer that cuts in medium-range missiles no longer be linked to talks about limiting “Star Wars” research and called Max Kampelman and two other top U.S. arms negotiators back to Washington for consultations.
Reagan also said he has directed U.S. negotiators in Geneva to present the text of a U.S. counterproposal for eliminating both sides’ medium-range missiles from Europe. He said in a brief appearance before reporters at the White House that Soviet leader Mikhail S. Gorbachev’s latest offer removed “serious obstacles” to reductions in the superpower arsenals.
