The Indian Express, the nation’s largest English-language newspaper, accused the government of Prime Minister Rajiv Gandhi of trying to intimidate it by ordering a raid on the home of the paper’s owner, R.N. Goenka. The action occurred the same day that the paper printed a letter from President Zail Singh to Gandhi, in which Singh accused the prime minister of failing to keep him informed of major government actions and of misinforming Parliament on issues. The Central Bureau of Investigation, which conducted the raid, said it was linked to Express articles last year on allegations that the government favored big business.
