Nearly three-quarters of black men between 18 and 25 either will be dead, in prison, unemployed or addicted to drugs within 13 years, a black leader said. Benjamin L. Hooks, executive director of the NAACP, told a civil rights conference in New Orleans that drugs are the greatest enemy of black people. Raising living standards and achieving equality for blacks remain a struggle because people are more difficult to motivate than in the 1960s, he said.
