Downed Plane, Killing 13, Sudan Rebels Say

NAIROBI, Kenya — Sudanese rebels said Wednesday that they shot down a civilian plane that crashed in southern Sudan, killing all 13 passengers and crew members, including two Dutch citizens.
A Sudanese civil aviation official said the twin-engine Cessna belonging to a Khartoum-based charter company crashed Tuesday night near Malakal, 450 miles south of the Sudanese capital.
