It could be a decade or more before Metro Rail reaches its northern terminus, so it would be unwise to begin tunneling in North Hollywood by Sept. 29 as required by state law, the Rapid Transit Committee of the Los Angeles County Transportation Commission concluded in voting to place the money for San Fernando Valley rail projects in a trust fund. With the committee vote, a majority of the 11-member commission is on record in favor of the trust fund plan.
