Rancho P.V. : Developer Warned on Spills

The city has told the developer of a Western Avenue shopping center to stop spilling excessive amounts of excavated dirt onto the street or face an order to stop work.
“They have to solve the dirt problem,” senior planner Ann Negendank said Wednesday after 10 residents called City Hall to complain. She said a planning official was to have met with the contractor late Wednesday to discuss various solutions.
The spilling along a number of streets in both San Pedro and Rancho Palos Verdes began Wednesday morning when dump trucks began removing dirt from the old Harbor Heights shopping center at Caddington Drive, which is being refurbished and expanded as the $18-million Terrace at South Bay.
The excavated dirt has been blowing and spilling out of the trucks while being hauled half a mile to a Los Angeles County Sanitation Districts site. A total of 110,000 cubic yards will be removed as the hillside is terraced for new buildings.
Negendank said the developer has obtained proper permits for the work, but added, “They are not supposed to spill dirt.”
