Beijing to Tax Cyclists

BEIJING — The Beijing government plans to make its 7 million cyclists pay for the privilege of pedaling around the Chinese capital in a bid to raise cash for schools. The official New China News Agency quoted Mayor Chen Xitong as saying that a tax on bicycles could bring in $8 million to be spent on improving education in the city.
