The Coastal Banc Savings Assn. of Houston is acquiring four failed Texas thrifts in a deal that launches the Federal Home Bank Board’s Southwest plan to revitalize the state’s ailing thrift industry, the FHLBB reported. Coastal is acquiring all the deposits and assets of Alliance Savings & Loan Assn. of Houston, the Colorado County Federal Savings & Loan Assn. of Columbus, the Security Savings & Loan Assn. of Dickinson and the Cameron County Savings Assn. of San Benito. The deal boosts Coastal’s assets to $600 million from $70 million. The cost to the Federal Savings and Loan Insurance Corp. is $138.3 million.
