When Arcadia was incorporated in 1903, one of the first orders of business for city officials was to issue a liquor license to Clara Baldwin Stocker, daughter of San Gabriel Valley land baron Elias Jackson (Lucky) Baldwin, for her saloon, Clara Villa.
