Oscar Glasnost : The Academy Awards are heading for the Soviet Union, where the Oscar for best foreign-language film will be announced, motion-picture academy officials said Thursday. Gilbert Cates, producer of the 62nd annual Academy Awards scheduled to be broadcast March 26, said the foreign-language film award will be announced in Moscow, but the statuette will be given out at the Dorothy Chandler Pavilion. The Soviet co-presenter will be Natalia Negoda, star of the film “Little Vera,” Cates said.
