BACK IN THE U.S.S.R.: When Rep. Christopher Cox (R-Newport Beach) went to Lithuania last year to observe its historic free elections, Soviet authorities kept him waiting in Germany until after the balloting. This time Cox says he’ll get in. . . . He’s due in Lithuania today with congressional members of the U.S. group monitoring human rights accords. Then on to Vladivostok, where he’ll speak--in Russian--at a gathering sponsored by the U.S. Information Agency.
