Gun Tragedy in Sacramento

I was outraged by the slaughter of three hostages and the wounding of 11 others in a Sacramento electronics shop by a bunch of Asian gang members and wondered how it would have turned out if only one or two people in that store had been armed.
Of course, it would have been illegal for those honest citizens to carry guns even though it is their constitutional right.
The federal courts have left the question of gun control up to the individual states, but if your constitutional rights are denied and you are killed because of it, can your heirs not sue the city, county and state governments that denied you those rights in civil court?
If one of those customers had an Uzi pistol, he could have dropped those punks as they came through the door, but because of the Roberti-Roos assault rifle bill he was denied the right to defend himself.
