Telecasts of Senate to Feature Captions

WASHINGTON — Television coverage of Senate proceedings will include closed captions for the hard-of-hearing starting next January, Senate leaders announced Thursday.
To draw attention to the announcement, the television signal of Thursday’s session included a three-line caption that provided a nearly verbatim transcript of each speaker’s remarks, with a time lag of two or three seconds.
When the system becomes operational, the caption will be visible only on television sets equipped with a closed-caption decoder.
