FBI and Lennon

I’m confused. After reading the article about John Lennon and the FBI (“FBI Loses Lennon Papers Battle,” Metro, July 13), I’m not quite sure who the FBI works for.
Does the agency work for the citizens of the republic or the Republicans? Somebody please clarify!
