CALMER SEAS: Is Los Angeles Police Chief Daryl F. Gates going to retire to San Clemente? Nobody at the LAPD will say, but for years Gates and his wife have been spending weekends at a condo overlooking the San Clemente Pier. At a forum in Los Angeles last week, Gates listed the tasks facing the city, then ended his speech by saying: “That’s your challenge. I’m going to be living in San Clemente on the beach.”
