Washington Mayor Sharon Pratt Kelly said that she would be impeached if she gave Jack Kent Cooke, the Washington Redskins’ owner, the same kind of deal on a new stadium that Virginia is promising. However, District of Columbia Council Chairman John Wilson said that a deal on a new stadium could have been consummated with Cooke but that Kelly reneged on the lease agreement.
