Ron Packard (R-Oceanside), who has represented South County for 10 years while quietly toiling on public works and transportation issues, has been named one of the 10 most obscure congressmen by Capitol Hill’s Roll Call newspaper. . . . “Packard is so obscure he was passed over twice for the Obscure Caucus,” says Roll Call.
