Measure M Money

I see that much of the Measure M money is being spent to build on-ramps and off-ramps to be used only by the car-pool lanes. While car-pooling is wonderful for those who can arrange it, I think we should be spending the hundreds of millions (dare I say billions) of dollars on light rail or freeway widening--NOT on special on- and off-ramps and those stupid freeway condition signs.
I thought I was voting for improved transportation when I voted for Measure M--not an experiment in social engineering. My fault. I guess I should have read this measure a lot closer before voting.
