Owners of the Block, the city’s newest mall, are planning a lavish fete for New Year’s Eve. But city officials still need to decide if they want to spend the cash to join them. The Mills Corp., which owns the Block, has asked the city to be a full participant in planning and staging the free event. On Tuesday, the City Council will discuss whether to join the party, which could cost the city $4,000 to more than $10,000. The meeting starts at 4:30 p.m. at City Hall, 300 E.
