During and after rainstorms, bacteria levels can rise significantly in ocean and bay waters, especially close to storm drains and other water outlets, said Jack Miller, director of the Environmental Health Division of the Orange County Health Care Agency. Because of that, swimmers should avoid water near storm drains, creeks and rivers. Urban runoff can also pose a danger because it often contains fertilizers, road oils, animal wastes and litter.
