Laguna Woods is one step away from joining the El Toro Reuse Planning Authority in the fight against the proposed airport at the Marine base. The councils of the group’s seven member cities--Laguna Hills, Laguna Niguel, Laguna Beach, Lake Forest, Mission Viejo, Dana Point and Irvine--have all approved Laguna Woods’ inclusion at a discounted $150,000 rate. The planning authority’s board will vote on the matter at its meeting Monday.
