Call a Cab, Not the Cops

I hold no brief for Dennis Rodman, who may be the bad boy of all time.
I do question the action taken by the Clubhouse restaurant at South Coast Plaza.
The story says Rodman had been dining at the Clubhouse. As he was leaving, a mall security guard was notified by the restaurant’s management that the athlete had been drinking. The guard who saw Rodman get into a car notified the police.
Is this a trend wherein diners in search of food and relaxation may well expect management to observe every action?
More to the point, most reputable restaurants would have stopped serving the diner. Is there not a penalty for continuing to serve an inebriated person? A more kindly solution would have been to call a taxi.
