Palacios, 41, the father of three sons, was shot as he unloaded groceries from his car that night.
Los Angeles City Councilman Nick Pacheco appealed to the public “to come forward and give this family the best gift of all for Christmas, the gift of justice by turning in the person who killed their loved one.”
Anyone with information is asked to call detectives at (323) 526-3111 or the anonymous tip line at (323) 526-3817.
