Council to vote on billboard plan

A City Council committee deadlocked Tuesday on a proposal to erect two new billboards along the 10 Freeway in downtown Los Angeles.
The council’s Planning and Land Use Management Committee voted 1 to 1 on the proposal, which is part of a complicated land deal designed to both settle a billboard lawsuit and create a wetland park in South Los Angeles.
The proposal would also settle a lawsuit filed by Clear Channel Outdoor, a billboard company that went to court after the Metropolitan Transportation Authority removed 14 of its billboards from a stretch of Santa Monica Boulevard. If the proposal is approved, Clear Channel Outdoor would operate the two new freeway billboards, including one that features electronic displays.
Councilman Ed Reyes voted in favor of the proposal, while Councilman Jack Weiss voted against it. The plan heads to the full council for a vote.
